INFORMATION FOR DIRECT PAY & CONTRACTUAL EMPLOYEES (PT TEMPORARY, CONTRACTUAL, EMPLOYEES ON LEAVE WITHOUT PAY)
Open Enrollment for employees with Direct Pay benefits, including contractual employees, employees on Leave Without Pay, and former employees on COBRA, runs from October 13 through November 15, 2016.
Affordable Care Act (ACA)
ACA Provisions expand coverage to eligible USM contractual employees. Contractual employees working an average of 30+ hours/week will be covered under the State health benefits program as of January 1. Those covered include:
- Contingent I and II staff working 30+ hours/week
- Adjunct faculty who teach at least 75% of the expected course load of a full-time non-tenure track instructional faculty member according to their institution’s standards
- Other contractual faculty working 30+ hours/week
- Some student employees working 30+ hours/week.
Eligible contractual employees will be able to participate in the State health plan with benefits at least at the following levels:
- Employer-subsidized medical and prescription drug coverage, but no dental coverage subsidy
- The State will cover 75% of the cost of coverage, with the employee paying 25%
- Instead of a payroll deduction, contractual employees will pay the State directly for the cost of their premium.
Open Enrollment Packets will contain a pre-printed benefits statement with current coverage information, a Benefit Summary Guide, 2018 Open Enrollment Information Sheet, and the plan rates.
Temporary employees already enrolled in State benefits by August 26, 2017 should receive a package of information at their home directly from the Department of Budget and Management. Employees desiring to maintain the same benefits, the employee need not take any action at all. Benefits will simply roll over into the new plan year. If the employee wishes to change or cancel benefits, the Open Enrollment form must be completed and returned to the HR Department by 12 noon on November 15, 2017.
Temporary employees who enrolled in State benefits after August 26, 2017 will not get an enrollment package at home. The same procedures apply as described above. Namely, if the employee wishes to maintain the same benefits for the new plan year, no action is necessary. Benefits will simply roll over into the new short plan year. Employees desiring to change or cancel benefits, must complete an Open Enrollment form and return the form to the HR Department by 12 noon on November 15, 2017. Direct Pay Enrollees (Employees on Approved Leave of Absence Without Pay/LAW) who are enrolled for Healthcare flexible spending accounts must re-enroll for spending account coverage if they would like it for 2018.
