The Office of Human Resources and Strategic Talent Management (HRSTM) is dedicated to offering information, procedural guidance, and support to employees and supervisors regarding the separation of employment from the University.
Employees who separate from the University should complete and submit an electronic timesheet on the last day of employment. Employees who are enrolled in direct deposit will receive their final regular paycheck within two pay periods of the last day worked. The final paystub can be accessed through the Payroll Online Service Center. Employees who are not enrolled in direct deposit will receive their final paycheck mailed to the address on file with the Central Payroll Bureau.
Health Benefits
Employees last day of benefit coverage is the final day of the month in which their employment ends. Continuation of the State group health insurance program is available to laid-off employees and their eligible dependents under COBRA. To take advantage of COBRA benefits, you must complete an enrollment form and submit it to the State Employee Benefits Division within 60 days of the layoff date (date of separation).

Retirement Benefits
If an employee has at least 10 years of full-time, regular employment, the employee may have retirement options. This eligibility depends on a number of factors and is unique to each employee based on years of employment, FTE, retirement plan, Medicare eligibility status, etc. Employees may email hrbenefits@umbc.edu to request a meeting about retirement options.
Parking Permit
To end payroll deduction, submit a new Payroll Deduction Cancellation Form with cancel selected. Gate cards must be returned to Parking Services at the time of cancellation. For additional questions, Parking Services can be contacted at: 410-455-2551
Tuition Remission
Regular and Contingent II Employees Only:
To be eligible for the tuition remission benefit, an individual must be in active employment status prior to the beginning of the semester. If separation from the University occurs prior to the beginning of the semester, the tuition remission benefit will be rescinded.
Leave Balances, Leave Payout and Service Transfers
Employees who separate from the University will receive a payout for any qualifying, unused, accrued annual leave and holiday leave. Any payable leave is issued in a separate paycheck after the employee’s last regular paycheck, which includes payment for the last pay period worked.
If an employee is transferring within the USM/State of Maryland, they must state this with the separation notice to process the transfer appropriately.
- When requested by the new agency, HRSTM will report service time to the new agency.
- The HRSTM, TSOP Unit will submit the eligible leave balances (annual, sick, personal, and holiday) to the new agency when requested and after the final paycheck is issued.
Unemployment Insurance
Unemployment insurance claims are not administered, nor are related determinations made by the University. The Maryland Department of Labor: Division of Unemployment Insurance determines individual eligibility for unemployment insurance benefits. This office should be contacted at 667-207-6520, with any questions related to determination or claim status.
Voluntary Exit Interview
Upon processing of an employee’s separation, an email invitation and link will be sent to the employee to complete the UMBC Exit Survey. If the employee prefers, in lieu of the exit survey, an exit interview may be requested at hrstmexitinterviews@umbc.edu.
